ON MONDAY, SEPTEMBER 17, 2007, THE TECHNICAL REVIEW COMMITTEE HELD THEIR SCHEDULED MEETING IN THE 2ND FLOOR COURTROOM OF THE WOODFORD COUNTY COURTHOUSE AT 10:00 A.M.

 

MEMBERS PRESENT:  Doug Blandford, Chris Cobler, Kay Botkins, Buan Smith, Bruce Southworth, Pattie Wilson.

 

MINUTES:  With there being no additions or corrections the August 13, 2007 TRC minutes stood approved, as submitted.

 

Consolidation Plat – David and Leslie Warfield – Cross St. and Higgins St. – Midway – R-1C District.

 

Mr. Tim Thompson attended the meeting in representation of this plat.

 

TRC Deficiencies were listed as follows:

 

1.                   Show address of property in title block and on face of plat, 244 W. Higgins and 251 Cross St.

2.                   Show building line on Higgins Street.

3.                   Show address numbers on each lot.

4.                   Show all existing and proposed utility easements with dimensions.

5.                   Show owners signature.

6.                   Show land surveyors seal and signature.

7.                   Submit digital copy of plat referencing Application# 2007-047.

8.                   Submit 8 ½ x 11 reduced copy of plat.

9.                   Comment:  If Parcel 1 is ever subdivided off of New Lot 1 to be a separate residential lot, Cross Street will need to be extended along with dedication of it’s right of way.

10.               May recommend forwarding to Planning Commission Chairman.

11.               Show a utility easement on Higgins Street of 10’ if possible.

TRC Deficiencies were listed as follows:

 

1.                   Show all existing and proposed utility easements with dimensions.

2.                   Show number of acres on Plemmons remaining property on side of road being subdivided.

3.                   If Victoria and Olivia are not 18 now, then Purpose of plat needs to be revised.  Must hold for five years from age 18.

4.                   There is a blue line stream on the front of the lots.  Add a note about this and that State Permits would have to be required to alter it.

5.                   Show owners signature.

6.                   Show land surveyors seal and signature.

7.                   Show Board of Health signature.

8.                   Submit copies of entrance permits.

9.                   Submit utility easements sign off from all the utility companies if any are added.

10.               Submit digital copy of plat referencing Application # 2007-046.

Mr. Rory Kahley attended the meeting in representation of the plat.

3.                   Submit utility easements approval sign-off from each utility company since easement is being reduced by 10’.

4.                   Submit digital copy of plat referencing Application# 2007-049.

5.                   Submit an 8 ½ x 11 reduced copy of plat.

6.                   May be forwarded to Planning Commission Chairman.

7.                   Correct the 15’ parallel utility easement that is shown with a solid line.

Second Amended Development Plan – Kentucky Bank – Lot 3 – 520 Marsailles Rd.

 

Mr. Brian Hill from CMW Engineers attended the meeting in representation of this plan.

 

TRC Deficiencies were listed as follows:

 

1.                   Revise the parking from 26 to 30 in the site statistics.

2.                   Show owners signature.

3.                   Submit a digital copy of the plan referencing Application # 2007-050.

4.                   Submit an 11 x 17 reduced copy of the plan.

5.                   Revise purpose of amendment to include:  and create four additional on-site parking spaces.

6.                   Note:  Since this amendment changes an access point it must be considered as a major amendment and must be forwarded to the full Planning Commission for consideration.

7.                   Remove utility note on the plan regarding Columbia Gas.

8.                   Will need to locate the telephone and electric conduit before doing any construction work.

Zoning Map Amendment and Preliminary Development Plan – “The Crossings” – Off Lexington Road.

 

Mr. Robert Wagoner, the developer, and Mr. Harvey Helm of GRW Engineers attended the meeting in representation of this plan.

 

TRC Deficiencies were listed as follows:

 

1.                   Show screening, landscaping and buffering, recreational and other open space areas.

2.                   Show proposed and existing easements for utilities or other purposes.

3.                   Show general areas of substantial existing trees including those located along fence rows, and drainage areas along with a general description of the type and size of such trees.

4.                   In the site statistics show the net and gross area, existing and proposed zoning, Approximate area in proposed right of ways.

5.                   Submit a digital copy of plat referencing Application# 2007-051.

6.                   Submit an 11 x 17 reduced copy of plan.

7.                   Post one zone change sign by noon on Wednesday, September 26th along US 60 By-Pass.

8.                   Need legal descriptions of areas being rezoned by property.

9.                   Will need permits from Kentucky Transportation Cabinet for encroachments (Crossfield Drive & Lexington Street).

10.               Will need to address modification of the Blue Line Stream to a culvert with documentation.

11.               Need a Preliminary analysis of storm water to show proposed detention basin planned is adequate size.

12.               KU & Alltel reserve the right to work with the developers to establish easements.

 

A motion was made by Mrs. Botkins, as seconded by Mr. Cobler, to forward the plan on to the Planning Commission with the deficiencies being corrected, as noted.   The motion carried with six (6) “aye” votes.

 

Final Townhouse Plat – Woodamere Townhomes - Beech Street- 12 lots – R-3 District.

 

Mr. Rick Moore’s son was present to hear comments on his behalf.

 

TRC Deficiencies were listed as follows:

 

1.                   Add Unit #1 at the end of name in the title block.

2.                   Graphic scale is labeled incorrectly.  Should be 1” = 30’.

3.                   Show all existing and proposed utility easements with dimensions.

4.                   Complete Deed Book and Page #’s in notes.

5.                   Has the sidewalk been built along Beech Street yet?  Was supposed to be on the property within a recorded easement.

6.                   Detention basin does not meet 12’ “buffer” requirement.  May need to make lot #12 thinner and basin lot wider.

7.                   Show owners signature.

8.                   Show land surveyors seal and signature.

9.                   Revise note to say only detention, not retention, throughout note.

10.               Submit utility easement signoffs from each utility company.

11.               Submit street name and address approval sign offs from E-911 Coordinator.

12.               Submit 8 ½ x 11 reduced copy of plat.

13.               Submit digital copy of plat referencing Application# 2007-052.

14.               All lot corners must be pinned.

19.               Water and sewer testing has not been done on this development.  The City will not sign off on this until this has been completed.

 

A motion was made by Mr. Southworth, as seconded by Mrs. Botkins, that this plat will not be forwarded to the Planning Commission until such time that the water and sewer testing has been completed and found to be satisfactory and all other deficiencies are corrected, as noted.   The motion carried with six (6) “aye” votes.

 

Minor Plat – Hornback Property – 199 Frankfort St. – B-4 District.

 

Mr. John Hunt from J.E. Black attended the meeting in representation of this plat.

 

TRC Deficiencies were listed as follows:

 

1.                   Show address as 205-209 Frankfort Street in the title block.

2.                   Show property owners mailing address in the title block.

3.                   Correct the vicinity map.  Property is slanted wrong way.  Show Camden Avenue in map too.

4.                   Front building line needs to be shown as it was varied.

5.                   Revise the purpose of plat note:  The purpose of this plat is to subdivide the existing property into 3 lots with Lot #3 being a non-buildable detention basin lot that jointly serves Lot 1 & Lot 2.

6.                   Label Frankfort Street also as US 62.

7.                   Add another note regarding rear yard dimensional variance with date & Case No. for Lot #1.

8.                   Buildings do not need to be shown on record plats.

9.                   Show owners signature.

10.               Show land surveyors signature & seal.

11.               Show 100 year flood plain (if any) and note the Flood Insurance Rate Map (FIRM) number.

12.               Revise “retention” to “detention” throughout the maintenance note.

TRC Deficiencies were listed as follows:

 

1.                   In the title block show (formerly known as Brookstown).

2.                   In the site statistics show the total gross area of the Rural Residential versus the residual.

3.                   In the site statistics show the total net area of the Rural Residential versus the residual.

4.                   In the site statistics show the density – lots per gross acre, lots per net acre of Rural Residential land, the existing zone (Rural Residential and residual farmland, not A-2).

5.                   Show street names on Section #2 “Hidden Lane”.

6.                   Show address numbers on each lot approved by E-911 Coordinator.

7.                   Show all existing and proposed utility easements with dimensions.

8.                   Tree Protection Areas need to be shown with associated notes.  “Mass clearing of trees on any lot shall not be permitted.  Every effort shall be made to preserve existing trees.”  (this was on preliminary plat).

9.                   Submit landscape plan for required buffer area.

10.               Need to make sure it is clear that Section #1 includes all of the Private Access Road all the way to Pinckard Pike – Ky. Hwy 169.  Will need to do a detail of it at 169 where entrance widens out.

11.               Show owners signature.

12.               Show land surveyors seal and signature.

13.               Add Board of Health signature.  Need to add certification to Section #2.

14.               Submit utility easement approval sign-offs from each utility company.

15.               Submit street name and address approval sign-offs from E-911 Coordinator.

22.               Add another X-section of Hidden Lane near entrance at Ky Hwy 169 (call it B-B and show on plan.

23.               Note #10 needs to have “prior to issuance of building permit on said lot” added to the end of that note (both Sections 1 & 2).

24.               On face of plat where “non-building areas” are noted on Lots 16, 17, & 20 add “see Note #10” next to it (both Sections 1 & 2)

25.               Pinckard Pike (Ky Hwy 169) cross section needs to show dedicated right of way on Hick’s side & existing right of way on other side.

26.               Since there are no existing trees or wooded areas across from lots 1-3 the landscape buffer must be in place on the Hicks remaining property in the 50’ Landscape Buffer.

27.               Add following note to both section 1 & 2:  The Residual Farmland cannot be further developed for residential purposes.

28.               KU and Alltel will get with the developer to establish easements.

29.               Show utility easements in the private access easement.

30.               Submit as-built construction plans for the private road.

Final Plat – Wooldridge Gardens, Phase II – Section 1B and Section 2A – McCowans Ferry Rd. – 28 lots  R-1C PUD District.

TRC Deficiencies were listed as follows:

 

1.                   Show street names and numbers, approved by E-911 Coordinator.

2.                   Show address number one each lot, approved by E-911 Coordinator.

3.                   Show all existing and proposed utility easements with dimensions including all off site easements it takes to support this unit.

4.                   Show existing stonewall in X-Section E-E and proposed sidewalk.

5.                   Label 15’ building line and utility easement located along High Street also as a pedestrian access easement (where sidewalk is located).

6.                   Add a note regarding which way homes will face (not alleys).

7.                   Add a note that all driveways will access alleys only.

8.                   Show a temporary turn around on Lot 523 was not approved.  Need to revise after discussion with Mr. Southworth and Mr. Smith.

9.                   Add Planning Commission Certification and signature line.

11.               Show land surveyors signature.

12.               Revise Detention/Retention note to be one or the other.
