ON MONDAY, JULY 14, 2008, THE TECHNICAL REVIEW COMMITTEE HELD THEIR SCHEDULED MEETING IN THE 2ND FLOOR COURTROOM OF THE WOODFORD COUNTY COURTHOUSE AT 10:00 A.M.

 

MEMBERS PRESENT:  Doug Blandford, Chris Cobler, Buan Smith, Ed McClees, Jim Odom, Tom Walker, Pattie Wilson.

 

MINUTES:  With there being no additions or corrections, the June 16, 2008 minutes stood approved, as submitted.

 

Consolidation Plat – Joseph D. Carter & Jim H. Plemmons  – 5090 McCracken Pike – 1 lot – R-1-C, CO-1, & A-1 Districts.

 

Mr. Tim Thompson attended the meeting in representation of this plat.

 

TRC Deficiencies were listed as follows:

 

1.                   Show street numbers approved by E-911 Coordinator (McCracken is Hwy 1659 & Duncan Rd. is Hwy 1681).

2.                   Show all existing and proposed utility easements with dimensions.

3.                   Show owners signatures, both Carter and Plemmons.

4.                   Show land surveyors seal and signature.

5.                   Show Board of Health certification & signature.

6.                   Submit digital copy of plat referencing Application# 2008-038.

7.                   Submit reduced 8 ˝ x 11 copy of plat.

8.                   May be forwarded to Chairman for signature.

9.                   All lot corners must be pinned.

10.               Comment: If any work is proposed along or across the stream in the 100 yr floodplain, a stream construction permit must be obtained from the KY Division of Water.

11.               Comment:  If the entrance on McCracken Pike is to be altered in any way an encroachment permit from the State will be required.

12.               Add that the right of way is also a utility easement.

13.               Show a building line.

 

A motion was made by Mr. Blandford, as seconded by Mr. Cobler, to forward the plat on to the Planning Commission Chairman, with the deficiencies being corrected, as noted.  The motion carried with seven (7) aye votes.

 

Final Plat – Charles and Nancy Lay and Carolyn Collins Property – 1035 Delaney Ferry Rd and 135 Sellers Mill Rd. – 2 lots – A-1 & R-1B Districts.

 

Mr. Tim Thompson attended the meeting in representation of the plat.

 

TRC Comments were listed as follows:

 

1.                   In the title block, show the plat title as a Minor Plat.

2.                   Show Sellers Mill road in the vicinity map.

3.                   Show all existing and proposed utility easements with dimensions.

4.                   Revise the Purpose of Plat note to say “Minor” instead of “Final”.

5.                   Show owners signatures.

6.                   Show land surveyors signature and seal.

7.                   Show Board of Health signature.

8.                   Submit digital copy of plat referencing Application #2008-037.

9.                   Submit an 8 ˝ x 11 reduced copy of plat.

10.               All lot corners must be pinned.

11.               Reference in the title block that this was formerly the Herman Lay property.

12.               May be forwarded to Chairman for signature.

 

A motion was made by Mr. McClees, as seconded by Mr. Walker, to forward the plat on to the Planning Commission Chairman, with the deficiencies being corrected, as noted.  The motion carried with seven (7) aye votes.

 

Preliminary Development Plan – The Paddocks of Woodford (Previously Versailles Center – Rubloff Dev. Group) B-4 District.

 

Mr. Vince Severance and Mr. Adrian Mendiondo attended the meeting in representation of this plat.

 

TRC Deficiencies were listed as follows:

 

1.                   Fifth Third Bank no longer owns property to the south.  Correct with current owner.  Check all others to see if any need to be updated.

2.                   Show location and cross sections of any proposed or existing streets within or abutting the subject property.  Will need specific waivers on cross sections that don’t match Subdivision Regulations.

3.                   Show screening, landscaping and buffering, recreational and other open space areas.  A detailed landscape plan will have to be submitted with construction plans per new Zoning Ordinance Article XI. May affect Final Development Plan layouts.

4.                   Show conformance of the development plan with the Comprehensive Plan and Zoning District Regulations.

5.                   Show owners certification with signature.

6.                   Need street trees every 30’ on public streets.  Conceptual Landscape Plan does not show this correctly.  For example, Lots 9 & 10 don’t have any along the north side.  There are others.  Please revise the plan accordingly

7.                   Site must have at least 4% be open space with 60% of its perimeter abutting a public street edge (Sub Reg Article VI, Section 660).  Need a minimum of 1.54 acres and plan only shows 0.72 acres.  (These areas cannot be detention basins).

8.                   Label 30’ building line on south side of right of way on Lots 6-10.

9.                   Will need dimensional variances from the Board of Adjustment on Lots 4, 4A & 5 on Front Yard Setback of 30’.

10.               Need to show a 30’ building line 30’ from and parallel with US Hwy 60.

11.               Will need to address signage for individual lots and center on Final Development Plans.  Sign shown hereon may not be permitted.  May need variances and/or text amendments.

12.               Will need to submit a Preliminary Subdivision Plat and construction plans and get approvals prior to obtaining grading permits.

13.               Submit a list of all waivers needed.

14.               Question proposed signal at McDavid.  If this is not approved by KTC this entrance will have to be revised per KTC encroachment permit.  Must have approved encroachment permit in hand prior to issuance of grading permit.

15.               Address why the access between Lots 8 & 9 is not being constructed and dedicated as a public street.

16.               Show plan view of dimensions for both typical sections where diagonal parking is shown in Sections H & G.

17.               Show gas line on plat with an easement.

18.               Need to get with KU and Windstream representatives to work out utility easements.

 

A motion was made by Mr. McClees, as seconded by Mr. Walker, to forward the plat on to the Planning Commission with the deficiencies being corrected, as noted.  The motion carried with seven (7) aye votes.

 

Final Plat – Rose Ridge, Unit 2A and Unit 3A, Section 1 – R-1B District.

 

Mr. Rory Kahly attended the meeting in representation of the plat.

 

TRC Deficiencies were listed as follows:

 

  1. Show Rose Ridge streets in the vicinity map.
  2. Show address numbers on each lot approved by E-911 Coordinator.
  3. Show all existing and proposed utility easements with dimensions.
  4. Show a Purpose of Plat note.
  5. Label Lot 99A also as “detention basin” and add a note similar to Unit 2, Note #7 that the detention for these lots is provided “off-site” on Lot 99A with maintenance by Home Owners Association etc.
  6. Show owners signature.
  7. Show land surveyors signature & seal.
  8. Submit utility easement approval sign offs from each utility company.
  9. Submit street address approval sign offs from E-911 Coordinator.
  10. Submit a digital copy of plat referencing Application# 2008-036.
  11. Submit an 8 ˝ x 11 reduced copy of plat.
  12. Submit 3 sets of as-builts (one to P&Z, one to Bruce and one to Buan)
  13. Submit bond estimate for final surface and clean up and street trees.
  14. All lot corners must be pinned.
  15. Show and label bench mark.
  16. Identify and note any lots with minimum finished floor elevations.
  17. Show city/county engineers signatures.
  18. Need to get with Buan Smith, County Engineer to discuss storm drainage.  May need additional work between Lots 108 & 107.  There also may need to be minimum floor elevations for certain lots.  Also some lots shown as basement lots may not be allowed to have them.

 

A motion was made by Mr. Blandford, as seconded by Mr. McClees, to forward the plat on to the Planning Commission with deficiencies being corrected, as noted.  The motion carried with seven (7) aye votes.

 

Final Plat – The Crossings – US 60 Bypass – B-4 & I-1 Districts.

 

Mr. Robert Wagoner, developer, Mr. Chris York, Endris Engineering and Mr. Harvey Helm, GRW attended the meeting in representation of this plat.

 

TRC Deficiencies were listed as follows:

 

1.                   Should this be titled non-building plat until infrastructure is complete?

2.                   Clarify the zone line on the plat between B-4 and I-1.

3.                   Show building lines along US 60 Bypass, interior access road & Douglas Avenue.

4.                   Show address numbers on each lot approved by E-911 Coordinator.

5.                   Show all existing and proposed utility easements with dimensions.

6.                   Show a Purpose of Plat on Sheet #1 as follows:  Per Subdivision Regulations Article V, Section 510, B, 16(a) – Parcel to be transferred is Parcel #1 the recipient parcel is #2 with remaining being #3 with a note stating that “Parcel 1 shall be sold or transferred to Parcel 2 for consolidation purposes.”  Lots D, E, G are really remaining parcels as is Lot J.

7.                   Add a note:  no building permits can be issued on lots B&C until access road on Lot F is completed, or on Lot A until Crossfield Drive is completed and dedicated to public use.

8.                   Lots F & I must be platted as access easements at this time in order for all other lots to have access.

9.                   Add a note that there will be no vehicular access to US 60 Bypass from Lots K, T, C; B or A and that Lot F shall only be when Crossfield Drive is extended and dedicated to public use.

10.               Add a note regarding the dimensional variance granted by the Board of Adjustment along US 60 Bypass.

11.               Show owners signatures.

12.               Show land surveyors seal and signature.

13.               The detention basin must be shown on a lot of its own and noted as non-buildable Lot A.  Will need a minimum finished floor elevation.

14.               Show the detention maintenance note:  The detention easements shall be maintained in such a fashion to insure that vegetative growth shall not exceed five inches in height.  That all foreign objects, debris and silt will be removed from the site; and that no potential or actual health or safety hazards are created.  The property owners shall perform periodic maintenance to insure the hydraulic function. Structural and landscaping intrusions onto the detention easements shall not be allowed without written approval of the County Engineer or City Public Works Director.  The property owner shall permit necessary access to the County or City Engineer for periodic inspection of the retention easements.  Failure to comply with the above requirements shall allow the County Engineer or City Public Works Director to take necessary steps to correct the non-compliance and the cost thereof shall be born by the owner.  The Woodford Fiscal Court or Versailles City Council shall have the right to assert a lien on the property to insure payment.

15.               Submit copies of approved entrance permits for Crossfield Dr. or copy of agreement if not needed.

16.               Submit utility easement approval signoffs from each utility company.

17.               Submit a digital copy of plat referencing Application # 2008-039.

18.               Submit an 11 x 17 reduced copy of plat.

19.               All lot corners must be pinned.

20.               Show cross sections of US 60, Lexington Street, Douglas Avenue and proposed access road.

21.               Show city/county engineer certification (if public improvements are installed) and signatures.  Need two signature lines.

22.               Since this plat consists of multiple sheets an Index Sheet shall be submitted showing entire subdivision drawn to scale.

23.               Show the electric lines that cross US 60.  These tie into the transmission lines near the old railroad spur.

 

A motion was made by Mr. McClees, as seconded by Mr. Cobler, to forward the plans on to the Planning Commission with the deficiencies being corrected, as noted.  The motion carried with seven (7) aye votes.

 

 

 

 

 

Construction Plans – The Crossings – US 60 Bypass – B-4 & I-1 Districts

 

Mr. Robert Wagoner, developer, Mr. Chris York, Endris Engineering and Mr. Harvey Helm, GRW attended the meeting in representation of this plat.

 

TRC Deficiencies were listed as follows:

 

1.                   Need to provide Plan Profile Sheets.

2.                   Need to be more specific regarding Crossfield Drive being built “by others”.

3.                   Connector Road behind Lot C needs to be extended to west property line.

4.                   Need to show sanitary sewer tap locations for each lot with typical key.

5.                   Buan Smith and Bruce Southworth reserve the right to get with the developer to discuss the plans.

6.                   Need to get with KU & Windstream to discuss utilities.

 

A motion was made by Mr. McClees, as seconded by Mr. Walker, to allow a grading permit to be issued, once Buan Smith and Bruce Southworth have written letters of approval on the Construction Plans.  The motion carried with seven (7) aye votes.

 

A motion was made by Mr. McClees, as seconded by Mr. Cobler, to adjourn the meeting at 11:00 a.m.  The motion carried with seven (7) aye votes.
