ON MONDAY, MARCH 17, 2008, THE TECHNICAL REVIEW COMMITTEE HELD THEIR SCHEDULED MEETING AT 10:00 A.M. IN THE 2ND FLOOR COURTROOM OF THE WOODFORD COUNTY COURTHOUSE.

 

MEMBERS PRESENT:  Doug Blandford, Kay Botkins, Buan Smith, Bruce Southworth, Pattie Wilson, Ed McClees.

 

MINUTES:  With there being no additions or corrections, the February 18, 2008 minutes stood approved, as submitted.

 

3rd Amended Final Development Plan – McDonalds Restaurant – 102 United Way – B-3 District .

 

TRC Deficiencies were listed as follows:

 

1.                   Need owner’s signature.

2.                   Submit an 11 x 17 reduced copy of plan.

3.                   Remove all dashed lines that reflect previous parking layouts and building additions.  Show only as it is built today leaving the proposed “Red Box” information.

 

A motion was made by Mr. Southworth, as seconded by Mr. McClees, to forward the plan on to the Planning Commission with the deficiencies being corrected, as noted.  The motion carried with six (6) aye votes.

 

Zoning Map Amendment – City of Midway (Old Wastewater Treatment Plant) 400 Leestown Road - .835 acres from A-1 (Agricultural) and CO-1 (Conservation)  to I-1 (Light Industrial).

 

There were no deficiencies.

 

A motion was made by Mr. Southworth, as seconded by Mr. McClees, to forward the zone change on to the Planning Commission.  The motion carried with six (6) aye votes.

 

Zoning Map Amendment and Preliminary Development Plan – LRS Properties LLC – located on the east side of Kentucky Avenue aka Kentucky Heights – 4.3 acres from R-1C (Single Family Residential) to I-1 (Light Industrial).

 

Mr. Jim Black attended the meeting in representation of the plan.

 

TRC Deficiencies were listed as follows:

 

1.                   Does the project have a new name? (formerly W.E. Razor)  Add to title block if there is a new one.

2.                   Show storm drainage areas, floodplains, conceptual drainage controls and storm water retention and any other designated environmentally sensitive or geologic hazard area.

3.                   Show proposed and existing easements for utilities or other purposes.

4.                   Question existing “clouded” tree area.

5.                   In the site statistics show the existing zoning as R-1C and R-1B and show a zone line.

6.                   Show owners signature.

7.                   Submit an 11 x 17 reduced copy of the plan.

8.                   Submit a digital copy of plan referencing Application# 2008-017.

9.                   Post zone change sign by noon, Wednesday, March 26th. (Be sure to show R-1B & R-1C to I-1)

10.               Need written verification from the City of Versailles that public water and sanitary sewer are available to serve 9 light industrial lots.

11.               Also need to know that access to each lot will be permitted by the City of Versailles (encroachment permits).

12.               Label Lot 10 as non-buildable.

13.               Add the detention maintenance note. The detention easements shall be maintained in such a fashion to insure that vegetative growth shall not exceed five inches in height.  That all foreign objects, debris and silt will be removed from the site; and that no potential or actual health or safety hazards are created.  The property owners shall perform periodic maintenance to insure the hydraulic function. Structural and landscaping intrusions onto the detention easements shall not be allowed without written approval of the County Engineer or City Public Works Director.  The property owner shall permit necessary access to the County or City Engineer for periodic inspection of the retention easements.  Failure to comply with the above requirements shall allow the County Engineer or City Public Works Director to take necessary steps to correct the non-compliance and the cost thereof shall be born by the owner.  The Woodford Fiscal Court or Versailles City Council shall have the right to assert a lien on the property to insure payment.

14.               Mr. Southworth reserved the right for comments at the construction plan stage.

15.               Will need to address storm water and submit drainage calculations at the appropriate time.

16.               There is a 6” high pressure gas line that is in the right of way in the front of this property on the same side.  Will need to hand dig to expose this to properly locate it before construction.  This was installed in 1965 and is not marked as they would be today.

17.               KU and Windstream would like a utility easement within the 25’ building line. 

 

A motion was made by Mr. Southworth, as seconded by Mrs. Botkins to forward the plans on to the Planning Commission with the deficiencies being corrected, as noted.  The motion carried with six (6) aye votes. 

 

A motion was made by Mr. Southworth, as seconded by Mrs. Botkins, to adjourn the meeting at 10:30 a.m.  The motion carried with six (6) aye votes.
