A
meeting of the Board of Architectural Review (BOAR) was held on

Jackson Watts called the meeting to order.
a)
There were
no minutes for review.

The application

The
applicant is Jonathan “Finn” Green doing business as A Mile And A Quarter, LLC at
Discussion

3.
The
following is the applicants introduction of the application:
a)
The
applicant has spoken with Pattie Wilson and also has a letter of recommendation
from Arborist Dave Leonard.
b)
Dave
Leonard’s assistant Stacey visited the site and the proposed footprint of the
building will cover an existing silver maple on the site. They will comply with
the recommendation to replace the silver maple elsewhere on the site.
c)
The
retaining wall and existing sidewalk will remain and be repaired. Both will
stay at their current elevations.
d)
The
foundation stones have been removed and stored at the back of the site for
reuse.
e)
An engineer
will determine the best way to get storm water off the site.
f)
The first
floor tenants will have handicap access by the existing ramps in front of the
old City Hall building. The second floor will be occupied by Mr. Green.
g)
The overall
building height will be similar to the old City Hall building.
h)
The design
of this building is modeled after a building at the
i)
The main
roof will be covered in asphalt shingles. Copper will be used for the porch
roof, gutter sand downspouts.
j)
The final
cupola design has not been finalized.
k)
The Hardie
plank siding will be wood grained lap siding.
l)
The depth
of the eyebrow above the second floor is 12” +/-.
m)
Shutters
will be added to the rear building elevation.
n)
The tree
located at the back of the site is also a large silver maple. During
construction they will try and not disturb the roots of the tree. Dave Leonard
has a device that is able to locate the trees main roots and determine the
compaction of the soil.
4. The following is the BOAR member discussion of the application:
a)
The
applicant was asked to return to the board when a landscape plan indicating the
type of replacement trees is prepared.
b)
There is
three to four feet of elevation change from the front to the back of the site.
c)
The foundation
will be covered in a faux stone. The height seems to be shown a little higher
than what is typical on central
d)
The
shutters can be a material other than wood as long as they are on operable
hardware and are sized so that if closed they would cover the window.

Shutters
shall be added to the rear elevation, shutter hardware will match existing shutter
hardware on the street, the first floor stone will be lowered to meet the
building code. The applicant will return when a landscape plan has been
completed.

by Larry Leach. All other members were in favor.
