NEW BUSINESS:
PUBLIC MEETING: BOAR#04-003-2008-Spectrum Properties,
Inc.- 163-167 Simmons Street - OHR-2 Zoning District - Applicant is seeking a
Certificate of Appropriateness in order to construct a duplex.
Deborah Shockley called the meeting to
order. Deborah advised this is
Spectrum’s second duplex next door to the one previously approved. She requested the applicant present his case.
The applicant stated the exterior would
look exactly the same as what he has done in the past. He noted they may change the size or interior
but the exterior will stay the same.
Deborah Shockley had a few questions and
noted there are some things that look different since the last
application. She noted the top dormers
do not have any shakes on them and that they are hardy board. The applicant advised she was correct. Applicant indicated they did not have room to
put the corner pieces up because if you were to wrap the window and put the
corner pieces on, there would only be approximately an inch or so of
space. He further stated the other thing
they chose to do differently is not to put on handrails because of the
elevation.
Deborah noted the front door is
significantly different in that it does not have side lights. The applicant noted it is a single front door
and it’s mahogany.
Paul and Deborah noted it has four lights in it and Deborah stated it
gives it an arts and crafts look to it.
The applicant stated it does not have two side lights or transoms.
Deborah asked the applicant if chimneys or
fireplaces were built for which the applicant stated they were not.
Deborah indicated the applicant had said
there was a site plan that shows there is a large tree. The applicant pointed out directly on the
plan as to the location of the tree and other landscaping. Deborah asked if the applicant was going try
to line the trees up. The applicant
noted that was the original plan; however to do that he would have to cut down
the large tree. If they back up the unit
somewhat it would preserve the large tree.
Deborah was not sure how to approach the
motion since there were changes made after there was an approval. She asked if the applicant was going to build
the second duplex exactly like the changes that have been made. The applicant confirmed he was and noted that
a lot of the changes were based on space and other things such as the handrails
and side lights.
Deborah pointed at the windows on the plan
that were on each side of the duplexes and noted the windows were divided two
divisions in the top and the bottom is open.
The applicant indicated it is very similar to the older homes on the
block. Erin Shoot indicated she preferred the changes to the original
elevation.
Erin Shoot indicated the side lights and
transoms would have made that area too busy.
Deborah wanted to know if there are plans
to work on the concrete block and Paul confirmed it was parged. It noted there was stucco on the plan. Paul noted they call parging
stucco.
Deborah indicated she did not see any
brackets or any overhangs. The applicant
indicated there are overhangs but not as pronounced. He noted the brackets are still a possibility.
Deborah wanted to know if there were any
lights out there and the applicant indicated they were on the front porch. Deborah asked if the 10” by 10” columns were
on the way. The applicant indicated they were on the way but that he was going
to put the angle columns up like the house next door. The applicant confirmed it was square
tapered.
Deborah wanted to know if a sidewalk was put
in. The applicant stated he had not done
that yet. He sated they would most
likely have a fence to separate the two sidewalks.
Deborah asked if any members had anything
else. Erin Shoot indicated that if a
revised elevation was submitted given the changes just discussed she would likely
approve. The applicant noted all the changes were made to keep up with the look
on the block and wanted the duplex to blend in the area.
Kevin Locke indicated there is nothing to
negate him from issuing a certificate of appropriateness.
Larry wanted to know more about the landscaping. The applicant stated the plan does not really
show what landscaping is actually there.
He has a lot of landscaping that still needs to be done. He is open to suggestions. Larry asked if they were going to come up
with a plan at some point and would they submit a plan and the applicant
indicated he would.
Deborah provided a summary of the
conditions discussed in the meeting.
They are as follows:

Dormers are
changed from wood shakes to hardy board
2-
Dormer side
overhang will not be as pronounced as shown on plan
3-
Possible brackets
on the upper dormers
4-
No chimneys will
be constructed
5-
Farthest windows
on each unit are a double unit and the windows have been changed to a 3 divided
light at the top and a solid glass at the bottom unit
6-
Porch post are
changing to a square wood tapered
7-
Front door is a
single deco mahogany, no side lights or transoms
8-
Elevation
predicated that the steps and lattice work of the porch not be constructed so
the porch is a slab on grade and the railings will not be constructed
9-
Item indicated as
stucco is parged concrete block
10-
The 2 units will
be positioned so as to preserve the large tree in the front yard
11-
The sidewalk will
be configured with a center sidewalk and an arch sidewalk that goes to each
unit.
Kevin Locke motioned to approve a
Certificate of appropriateness with the revisions Deborah summarized at the end
of the meeting. Erin Shoot seconded the
motion. Motion Carried 4-0.
